Energy Efficiency Grant (EEG)

General

  • The Energy Efficiency Grant helps businesses transition towards being more energy efficient by co-funding investments in energy-efficient equipment. As announced at Budget 2024, the EEG has been expanded to more sectors.

    Eligible companies in the Construction, Food Services, Manufacturing (including Food Manufacturing), Maritime, Retail sectors and users of data centres can tap on the EEG.1

  • For EEG (Base)
    The EEG (Base) supports companies to purchase pre-approved energy efficient equipment relevant to their companies.

    For EEG (Advanced)
    The EEG (Advanced) supports companies in the Construction, Manufacturing and Maritime sectors to adopt energy efficient equipment that is able to demonstrate energy savings above 350 tonnes of lifetime carbon abatement.

    Support under the EEG (Advanced) is based on the lower of (i) support levels under the EEG (Base) according to the company’s size,2 or (ii) based on the equipment’s expected lifetime carbon abatement. Support is capped at S$350,000 across all EEG (Base) and EEG (Advanced) applications by the company.

  • The grant application window for the EEG (Base) and EEG (Advanced) is from 1 April 2024 to 31 March 2026.

    Companies will have up to one year from the time an application is approved to purchase and install the equipment,3 and submit claims for reimbursement. Once an application has been submitted, companies may choose to proceed to purchase and/or install the equipment before the application outcome.

    The company must not have made payment/deposits to a vendor prior to application submission.

    3 Only the actual purchase of the equipment is supportable. This excludes other related administrative fees/charges, e.g. delivery fees, installation.

Eligibility

    • Business entity that is registered/incorporated in Singapore.
    • Minimum 30% local shareholding (except for maritime companies and data centre users).
    • Group Annual Sales Turnover of no more than S$500 million.
    • The following entities do not qualify for grant support:
      • Charities
      • Institutions of Public Characters (IPCs)
      • Religious entities
      • Voluntary Welfare Organisations (VWOs)
      • Government agencies and subsidiaries
      • Co-operative societies and societies
    • Businesses operating from residential addresses or Home-based Businesses are not eligible for EEG equipment.

    For EEG (Base)
    A business entity registered and operating in Singapore in the following sectors:

    • Construction companies classified under SSIC 41 to 43
    • Food Services companies with valid Singapore Food Agency (SFA) licences and classified under SSIC 56 or 68104
    • Manufacturing companies that are classified under SSIC 10 to 32 (including Food Manufacturing)
    • Maritime companies which include:
      • Harbourcraft companies owning/operating harbourcraft licensed by Maritime and Port Authority of Singapore (MPA)
      • Port companies classified under SSIC 23940, 24109, 49231, 50021, 50023, 52101, 52221, 52222, 52224, 52243, 52292
    • Retail companies classified under SSIC 47

    Business entities using commercial data centres in Singapore who meet the Data Centre Sector eligibility requirements can tap on pre-approved energy efficient equipment for the data centre sector regardless of industry.

    For EEG (Advanced)
    A business entity registered and operating in Singapore in the following sectors:

    • Construction companies that are classified under SSIC 41 to 43
    • Manufacturing companies that are classified under SSIC 10 to 32 (including Food Manufacturing)
    • Maritime companies which include:
      • Port companies classified under SSIC 23940, 24109, 49231, 50021, 50023, 52101, 52221, 52222, 52224, 52243, 52292

  • Yes, they may apply for the EEG as long as they fulfil the eligibility criteria.

  • An application is deemed to be retrospective if the company made a payment including initial deposit to the third-party vendor prior to application submission.

    Retrospective applications will not be supported.

EEG Equipment

  • For EEG (Base)
    The list of EEG (Base) equipment supported can be found on GoBusiness.

    For EEG (Advanced)
    Installation/Purchase of the following would not be supported under EEG (Advanced).

    • Vehicles
    • Key equipment in systems4 that require Measurement & Verification at system level for legislation compliance or Green Mark Scheme (or equivalent government scheme)
    • Blackbox solutions (i.e. software or hardware devices whose functioning cannot be explained by applying mainstream engineering knowledge and theories for EE improvements)
    • Non-EE equipment, including monitoring devices and equipment that reduce carbon emission but does not reduce energy consumption (e.g. solar PV Panel, wind turbine)
    • International vessels

    4 For chilled water plant retrofit that shall comply with the National Environment Agency’s (NEA) Minimum Energy Efficiency Standards (MEES), EEG (Advanced) can support chilled water system replacement/new installation that (1a) can meet or exceed MEES performance standard before MEES comes into effect; or (1b) exceed MEES performance standard after MEES comes into effect, whichever applies at the point of the first EEG (Advanced) submission; and (2) is installed with M&V sensors/meters to facilitate post retrofit system efficiency determination for compliance with MEES. The cost of M&V sensors/meters cannot be funded under EEG (Advanced). Applicant can refer to the third-party assessment form for details.

  • Companies can submit equipment models under selected categories to be considered for support.

    For Clothes Dryer, Commercial Refrigerator, Cooking Hob and Water Heater, please submit via the Request for Information (RFI) form.

    For Boiler System, Compressed Air System and non-MELS regulated LED Lighting, please submit via the RFI on Equipment under the Manufacturing sector form.

    Please note that all equipment submissions must meet the respective technical requirements to be eligible for support.

  • Only the actual purchase of the equipment is supportable. This excludes other related administrative fees/charges, e.g. delivery fees, installation.

    In addition, companies are not allowed to receive, agree to receive or cause to receive any incentive (e.g. complimentary items) or assistance (from the vendor or otherwise) in connection with the acquisition of equipment as part of the EEG application. Companies shall reject and return any such incentive at first instance.

  • For both the EEG (Base) and EEG (Advanced) equipment supported, the holding period is minimally one year from the date of approval of the final claim.

  • For Manufacturing and Maritime companies, please refer to the third-party assessment form that the whitelisted third-party qualified assessor would use to document the assessment and endorse the projected energy savings for the project. The signed form shall be submitted along with the application for the grant.

    For Construction companies, please email BCA_EEG_admin@bca.gov.sg to request for the third-party assessment documents.

  • No. The EEG (Advanced) only covers the purchase of the energy efficient equipment and any costs that are necessary to bring the equipment/system to a functioning state. Any other installation, assessment and administrative costs must be borne by the applicant.

  • The list of whitelisted third-party qualified assessors for manufacturing sector is as follows. Only applications endorsed by whitelisted third-party qualified assessor would be processed.

Application

  • EEG (Base) Application
    Companies will have to:

    1. Visit GoBusiness to view the list of supportable equipment and identify relevant equipment that they may want to procure.
    2. Obtain quotations from the vendor.
    3. Avoid signing any contract or making any payment before submitting the EEG application.
    4. Submit an application on the Business Grants Portal (BGP).
    5. CorpPass account is needed for BGP transactions.

    Which agencies will process my EEG (Base) application?

    • Construction companies: Building and Construction Agency (BCA)
    • Manufacturing (including Food Manufacturing) companies: National Environment Agency (NEA)
    • Maritime companies: Maritime and Port Authority of Singapore (MPA)
    • Food Services and Retail companies: Enterprise Singapore (EnterpriseSG)
      • Food Services and Retail companies are required to submit their application together with a valid tenancy agreement that is current, indicating that they have started operations at the mentioned location. This is to ensure that the solution is deployed to a location that the company is operating from.
    • Data centre users: Infocomm Media Development Authority (IMDA)

    When submitting an application, companies should select their sector based on their primary SSIC as a default. [Exception: If the energy efficiency equipment is only supportable in the sector that corresponds to their secondary SSIC, companies may then select their sector based on their secondary SSIC.]

    EEG (Advanced) Application
    Companies will have to:

    1. Obtain quotations from the vendor.
    2. Email the respective agencies listed below to verify the company’s eligibility and request for application documents.
    3. Avoid signing any contract or making any payment before submitting the EEG application.
    4. Submit application and accompanying documents to the respective agencies.

  • Each company is subjected to a grant cap of S$30,000 for EEG equipment supported under the EEG (Base), starting on 1 April 2024 and ending on 31 March 2026.

    Companies can put in more than one EEG (Base) application depending on business needs. Concurrent EEG (Base) applications are also possible. Please note that companies with multiple EEG applications are still subject to the grant cap of S$30,000 starting on 1 April 2024 and ending on 31 March 2026.

    Companies can also apply for the EEG (Advanced) after applying for EEG (Base), and put in more than one EEG (Advanced) application depending on business needs. However, each company is subjected to a total S$350,000 grant cap across all their EEG (Base) and EEG (Advanced) applications.

  • Companies that have fully utilised their grant cap will not be eligible for further support within the validity period of the grant cap. Companies are encouraged to plan the use of the EEG (Base) and EEG (Advanced) for their purchases.

  • Each complete application usually takes 6 weeks to process.

    Companies can log in to BGP and view the status of the grant application under the “My Grants” section, and agencies may contact you via the BGP for clarifications.

    Companies are strongly encouraged to submit their applications ahead of time to account for the application outcome and/or processing duration required.

    Once an application has been submitted, companies may choose to proceed with the project and purchase the equipment before the application outcome. However, you will not be able to claim subsequently if the application is unsuccessful.

  • Please terminate the application and resubmit a new one before proceeding with the project and making payment to the vendor. Otherwise, your claims may be rejected subsequently.

  • No changes to vendor/solution package are allowed after application is approved. Please terminate the application and resubmit a new one before proceeding with the project and making payment to the new vendor. Otherwise, your claims may be rejected subsequently.

  • Grant-related email reminders will be sent to the email addresses listed under the “Contact Details” of the “Main Contact” and “Alternate Contact”. Hence, these should be individuals within the claimant entity who will be able to oversee the project from start to finish (e.g. end of qualifying period or holding period as per definition in the Letter of Offer, whichever is later). The phone number(s) of the “Main Contact” should also be valid for the duration of the project.

  • Companies can commence with the project after submitting the application via BGP. Project commencement and completion dates must be in accordance with the project qualifying period stipulated in the BGP.

  • You may choose to upload unaudited financial statements or management accounts, if audited statements are unavailable.

    If the company is newly registered and a full year’s financial statements are not available, you may provide unaudited financial statements or management accounts for the year-to-date.

Change Requests

  • For EEG (Base), you may withdraw your application on BGP and submit a new one.

    For EEG (Advanced), you may reach out to the respective agencies to submit your change requests:

    Please ensure that you have not made payment to the new vendor prior to submitting a change request.

Claims

  • For EEG (Base), claims will be submitted through the BGP.

    For EEG (Advanced), claims should be submitted through the respective agencies:

    For both EEG (Base) and EEG (Advanced), companies will have to ensure:

    • Claimant has purchased the equipment as approved in the application; and
    • Claimant has deployed and installed the equipment; and
    • Claimant has paid for the equipment in full; and
    • Claimant has submitted all claim documentation including:
      • Invoice (including information such as the equipment model as approved in the application).
      • Payment supporting documents. The documents should indicate important information required such as grant applicant name, payee name, payment date, payment amount and approval status of transaction. Acceptable documents are bank statement, cheque, and bank transfer image.
      • Delivery order (including information such as the equipment model as approved in the application).
      • Pictures:
        • Equipment being installed and used on site. Pictures should be clear to show the equipment and location where it is being used (e.g. restaurant, supermarket).
        • Serial number of equipment (if applicable).

    Disbursements can only be made after the claims have been approved.

  • The claim due date is the last date for EEG claim submissions in the BGP. After the date has lapsed, you will not be able to submit a claim in the system. If you require more time to submit a claim in BGP, please extend the claim due date before the claim due date lapses.

  • You may submit a one-time claim extension before the due date expires. Please note that only one extension is allowed, beyond which your grant will automatically expire.

    1. Login to the BGP.
    2. Navigate to "My Grants" and select the "Applications" tab to view all your applications
    3. Select the "Completed" tab.
    4. Look for your Ref ID and click on your project title.
    5. Click on the "Extend Due Date" button.
    6. Answer the question in the pop-up screen – "Have you committed to the purchase, lease, or subscription of this solution?"
    7. If your submission is successful, the claim due date should be automatically extended in BGP.
    8. Please check for the new due date in BGP minimally 2 days after step 7:
      • Navigate to "My Grants" and select the "Claims" tab.
      • Select "File New Claim". The "Claim Due date" should be reflected in the right-most column for the relevant Ref ID/Project Title.

    Please extend the due date early if required, and allow for ample time prior to the expiry date. This is to mitigate any potential delays that may occur when accessing or navigating the system. Once the due date has passed, you will not be able to extend the due date in BGP.

    To view the newly extended due date, please check the notification email sent to the email address provided in BGP at the application stage.

  • If you miss the claim due date, you will not be able to submit a claim in BGP as the option for claim submission would have lapsed.

  • The company is required to meet the eligibility criteria to be eligible for EEG support. If the company no longer meets the eligibility criteria after application is approved, the project claim will not be supported.

Withdrawal of Grants

  • For EEG (Base)
    You may withdraw your application on the BGP, if it is currently reworked to you for updates. To withdraw the application when it is being processed, please reach out to the respective agencies, and you will be sent further instructions.

    For EEG (Advanced)
    You may reach out to the respective agencies to submit your withdrawal request:

Cancellation/Termination of Grants

  • For EEG (Base)
    You may cancel or terminate your application in BGP if you no longer wish to continue with the project:

    1. Login to the BGP.
    2. Navigate to "My Grants" and select the "Applications" tab to view all your applications.
    3. Select the "Completed" tab.
    4. Look for your Ref ID and click on your project title.
    5. Scroll down to the section "Application Form", you will see an option to "Terminate Grant" (in red) under the button "Proceed".
    6. Click on "Terminate Grant" and follow the instructions.
