Application Details

Required for the importation, transportation or retailing of natural gas via gas pipeline network

A licence is required for parties intending to import natural gas into Singapore, or who plan to ship or retail natural gas and town gas.

Gas Shipper
Gas Shippers enter into a contract with the gas transporter to convey gas through the gas pipeline network.

Gas Retailer
Gas Retailers supply natural and town gas to retail customers in Singapore. The Gas Retailers can then arrange for the conveyance of natural and town gas directly with the gas transporter as a Gas Shipper or engage a Gas Shipper to arrange for the conveyance of natural and town gas to its retail customers.

Gas Importer
Gas Importers are entities permitted to import Piped Natural Gas (PNG) or Liquified Natural Gas (LNG) to Singapore.

FAQ

1. Do I need to apply for this licence?
   You will require a licence from EMA to engage in importing, retailing and shipping natural gas through the gas pipelines network. For avoidance of doubt, sales of LPG, CNG or other chemical products not conveyed through the gas pipeline network will not require a licence by EMA. For more information, please refer to Section 6 of the Gas Act.
2. Are there any regulations for the licensee to comply to?
   Depending on the type of Gas Licence, the Licensee shall be subject to and shall comply with:.
   a) Gas Supply Code;
   b) Gas Safety Code;
   c) Gas Metering Code;
   d) Gas Retailer Code of Conduct; and/or
   e) Gas Act and any other relevant codes of practice under Section 62 of the Act.

Additional Information

The annual licence fee is payable each April for the Financial Year starting 1 April. The initial licence fee payable upon issuance of the licence is pro-rated based on the number of days remaining in the current Financial Year.
